Instructions for Alaska Title Transfer and DMV Compliance
Important: Under Alaska law, a private-party Vehicle Bill of Sale is not required to transfer ownership but is strongly recommended as proof of the transaction and for temporary registration purposes.
Seller obligations (AS 28.10.271):
- Within 10 days after the transfer, the Seller must notify the Alaska DMV of the sale or transfer using the official online Report Sale or Transfer of Vehicle tool at https://online.dmv.alaska.gov/dos/VehicleTransfer/VehicleTransfer.
- This online notification constitutes a valid transfer of ownership for purposes of AS 28.10.321 and 28.10.361.
- Deliver the assigned certificate of title and current registration to the Buyer at delivery (or as soon as possible).
Buyer obligations:
- The Buyer must apply to title and register the Vehicle in the Buyer's name within 30 days of the Sale Date.
- Required documents typically include: assigned title, this Bill of Sale or proof of purchase, odometer disclosure, proof of insurance, and payment of fees and any applicable taxes.
- The Buyer may obtain a temporary registration permit using Form V1 and proof of purchase while completing title work.
Sales tax / use tax: Alaska does not have a statewide sales tax on private vehicle sales in most areas, but local borough or city sales taxes may apply. The Buyer should confirm obligations with the local DMV office or tax authority.
Release of liability: Completing the Seller's online report of sale helps protect the Seller from liability for tickets, accidents, or other issues after the transfer date.
Additional Provisions
Entire Agreement. This Bill of Sale constitutes the entire agreement between the parties and supersedes all prior negotiations and representations. It may be amended only in writing signed by both parties.
Severability. If any provision of this Bill of Sale is held invalid or unenforceable, the remaining provisions shall continue in full force.
Governing Law. This Bill of Sale shall be governed by the laws of the State of Alaska.
